MANILA, Feb. 20 — As part of the Malabon City government's efforts in improving the educational skills of its residents, particular the indigent ones, Malabon Vice Mayor Arnold Vicencio has announced that his office is offering free computer tutoring program for the city’s marginalized sectors.
