MANILA, Feb. 12 – Citing time constraints, the Armed Forces of the Philippines (AFP) failed to produce before the Court of Appeals (CA) on Friday the 43 "health workers" who were arrested in Morong, Rizal last Saturday on suspicion they were members of the New People's Army (NPA).
