PRO 13 keeps close watch on partisan groups, private armies in Caraga region

CAMP RAFAEL C. RODRIGUEZ, Butuan City, Jan. 17 -– The Police Regional Office 13 (PRO 13) is closely monitoring the activities of partisan armed groups with links to the local communist movement and two other alleged private armies in some areas in the Caraga region in an effort to prevent possible outbreak of election-related violence in connection with the forthcoming May 2010 national and local elections.

While stepping up their close watch on the alleged partisan groups and private armies, the government security force commanders also intensified the Commission on Election (Comelec)-supervised checkpoint operations in strategic locations in the region to prevent the movement of the said groups and persons carrying illegal weapons.

The Philippine National Police (PNP) Directorate Integrated Police Operations-Eastern Mindanao (DIPO-EM) led by Director Jaime E. Milla on Sunday ordered PRO 13 Regional Director Chief Supt. Lino D. Calingasan the deployment of more security personnel of the Public Safety Management Unit (PSMU) in areas under close watch.

“We are still evaluating these so-called partisan groups that have links with the communist movement. We are also thoroughly and deeply evaluating these two alleged private armies,” stressed Director Milla.

However, he said “If there’s, indeed, partisan groups and private armies, we are obliged to dismantle them”. “We are seriously considering these reports,” he said.

At least 13 areas are considered in Category 1 while at least 15 areas are also considered in Category 2 that are being thoroughly evaluated in the Caraga region, he said.

Category 1 means the area has an intense political rivalry while Category 2 means the area has the presence of the terror groups like communist-New People’s Army (NPA) and crime group, Director Milla said.

He also added that the PNP-DIPO-EM is “closely watching and validating” the 76 towns in Northeastern (Caraga region), Northern (Region 10) and Southern (Region Xl) Mindanao regions that has some election-related incidents in 2004 and 2007 elections.

Meanwhile, Chief Supt. Calingasan also said in Sunday that his command is determined to dismantle any partisan groups or private armies that being reported.

“Bubuwagin po natin iyan kung mayron man” (We will dismantle them if there’s any), stressed the region’s police chief. (PNA)
