MANILA, Jan. 16 — Government’s overall "moderate" net rating in programs promoting the welfare of overseas Filipino workers (OFWs) is due to multi- and inter-agency efforts and not a solitary undertaking of the Department of Foreign Affairs (DFA) alone, Foreign Affairs Secretary Alberto G. Romulo said on Friday. “The survey result is a reflection of the solid commitment of the Arroyo Administration in protecting the rights and promoting the welfare of our new heroes, the OFWs,” Romulo said.
