MANILA, Dec. 19 — Somali Deputy Prime Minister Abdurahman Aden Ibrahim Ibbi heads a high-level delegation due to officially visit the Philippines on December 21 to 23, the result of an invitation by President Gloria Macapagal-Arroyo when she met a few African Union leaders in Tripoli last August.
