RP-MILF talks to push through Dec. 8-9 in KL

MANILA, Dec. 5 –Negotiations between the Government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF) will resume as scheduled on Dec. 8 and 9 in Kuala Lumpur, Malaysia, despite the proclamation of martial law in Maguindanao on Saturday morning.

President Gloria Macapagal Arroyo imposed Proclamation 1959, which also lifted the privilege of the writ of habeas corpus in Maguindanao, after government troops discovered cache of high-power firearms at the back of the mansion of Autonomous Region in Muslim Mindanao Governor Datu Zaldy Uy Ampatuan in Shariff Aguak town.

In a press briefing early this morning, Executive Secretary Eduardo Ermita said the MILF was informed in advanced about the proclamation through “back channeling.”

In the 1997 agreement on the General Cessation of Hostilities, both the Philippine government and the MILF acknowledged the GRP’s right to enforce and maintain peace and order.

Earlier, the province of Maguindanao and Sultan Kudarat and the City of Cotabato were placed in a state of emergency following the Nov. 23 massacre of 57 people, including women and journalists. (PNA) RMA/OPS/rsm
