MANILA, Nov. 29 — With the May 2010 polls fast approaching, the committee chairman on suffrage and electoral reforms of the House of Representatives has proposed for an amendment of a provision of the Omnibus Election Code and Fair Election Act regarding cases of substitution or when a candidate dies or is disqualified from running in the elections.
