PNP provides legal assistance to cops

MANILA, Nov. 13 — The Philippine National Police (PNP) is providing legal assistance to 26 police personnel in the Bicol region who are facing service-related harassment cases in court and other administrative disciplinary bodies.

Chief Superintendent Herold Ubalde, Director of the PNP Legal Service, led PNP lawyers in the continuing leg of the nationwide program of legal assistance for PNP personnel.

The Legal Aid Clinic is now in Legaspi City for the Bicol leg of its information and consultation program on legal matters for police personnel.

Ubalde said the Legal Aid Clinic provided legal consultation and counseling to 26 personnel of Police Regional Office 5, mostly facing administrative cases that are purely harassment cases in nature filed as counter charges by arrested suspects or persons facing criminal investigation.

Nine PNP lawyers from the PNP Legal Service were sent to Legaspi City to extend legal aid and assistance to PNP personnel facing criminal and administrative cases resulting from service-related circumstances.

Assisting in the PNP Legal Aid Program are lawyers from the Integrated Bar of the Philippines, Association of Government Lawyers in Bicol, Inc. which Ubalde organized when he was still the Provincial Director in Bicol, "Asosasyon Para sa Kapakanan ng mga Pulis", and the Rotary International which readily provided Ubalde with legal counsels when requested.

The PNP Legal Service has completed similar Legal Aid Programs in the National headquarters, NCRPO, Central Luzon, CALABARZON and MIMAROPA, Ubalde said.

In a related development, the Police Anti-Crime and Emergency Response (PACER) is providing legal aid and assistance to five anti-kidnapping operatives who are the subjects of harassment counter-charges filed by a convicted kidnapper.

PACER Chief Senior Superintendent Isagani Nerez hailed the dismissal by the Ombudsman of a case for unlawful arrest, robbery, and incriminating machination filed by convicted kidnapper, Catalino Gonzales Jr. against PACER operatives Inspector Hendriz Mangaldan, PO2 Edwin Bascos, Roland Baucas, Rosseler Masiddu, and PO1 Van Jovie Porras.

Nerez said the case filed by Gonzales against the PACER operatives is a classic example of pure harassment, which he decried as an orchestrated effort by Gonzales to get back at the PACER operatives who arrested Gonzales on Jan. 27, 2006 for involvement in the Peter Tan kidnapping for ransom case.

Gonzales was found guilty for the kidnapping of Peter Tan and was sentenced on July 12, 2006 to suffer the death penalty by Judge Aurelio Icasiano Jr. of Trece Martires City Regional Trial Court in Cavite.

The new harassment case against the PACER operatives is an offshoot of the successful conviction of Gonzalez in connection with the Peter Tan kidnapping case, hence, the PNP will extend necessary legal assistance to these harassed policemen, Nerez said. (PNA)
