DPWH on-track in implementing 2009 infra projects

MANILA, Nov. 13 — Inspite of the apparent cessation of typhoon visits in our country, the Department of Public Works and Highways (DPWH) is on track in implementing the country's infrastructure project for 2009.

Records from the DPWH Bureau of Construction shows that as of Oct. 31, 2009, the department has already accomplished a total of 61.19 percent of the programmed projects for this year or a total of P74.2-billion worth of infra, ahead of 3.5 percent compared to its scheduled accomplishment rating.

Acting Secretary Victor Domingo said that in line with President Gloria Macapagal Arroyo's infrastructure investment program especially in the rural areas, the department is now focusing in increasing its budget absorptive capacity by completing the SONA and nautical highway projects including its access roads, decongest Metro Manila and other urban areas, enhance tourist destinations, affirming action for peace and development, addressing critical transport bottlenecks and addressing critical flood control areas.

"We must still maximize our efforts to utilize the funds allotted to us," said Domingo.

Meanwhile, Senior Undersecretary Manuel Bonoan, said that among the departments measures to increase its absorptive capacity are to make advance procurement activities, minimize re-alignment, frontloading or early release of funds including for preliminary detailed engineering.

It should also de-link congressional allocation, institutionalize value engineering, adopt a more design and built contracts and the issuance of Multi Year Obligation Authority for locally funded projects with multi-year implementation period provided funds allocated in 2009.(PNA) LOR/LBV
