LEGAZPI CITY, Nov. 5 — The Department of Environment and Natural Resources (DENR) in Bicol issued a order suspending the issuance of charcoal permits in villages within the periphery of the Bicol Natural Park (BNP), one of the remaining lowland dipterocarp forests in the country.
