MANILA, Oct. 31 –The number of stranded sea travelers slightly increased to 7,647 as the Philippine Coast Guard (PCG) suspended vessels from leaving and traveling to areas that have been placed by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) under Public Storm Warning Signal (PSWS) 2 and 3.

MANILA, Oct. 31 — Even as cyclone "Santi" brought strong winds and some rains to Metro Manila this morning, President Gloria Macapagal-Arroyo made surprise visits to the Manggahan Floodway and Napindan Spillway to check their water levels.
