MANILA, Sept. 25 — The review of the country’s Visiting Forces Agreement (VFA) with the United States is emerging as a hot-button issue of the upcoming 2010 elections, and would likely be a long drawn-out process, according to analysis of Austin, Texas-based global intelligence company Strategic Forecasting Inc. (STRATFOR).
