MANILA, Sept. 23 — Foreign Affairs Secretary Alberto G. Romulo on Wednesday said he is “staying by the President (Gloria Macapagal-Arroyo) until the end of her term and beyond,” a clear deflection of calls for him to resign from the Cabinet after intimating that he supports the candidacy of Sen.
