LONDON, Sept. 19 — Officials of Hong Kong Shanghai Banking Corp. (HSBC), one of the world’s largest banks, on Friday gave the Philippines a virtual vote of confidence, describing it as one of the brightest stars in Asia as far as emerging markets are concerned.
