DUMAGUETE CITY, Aug. 6 – Rebel activity in the northern part of Negros Oriental has slowed down as the New People’s Army (NPA) has shifted its concentration of armed units to the other side of Negros Island, according to Lt. Col. Francisco Nemesio Gacal, commander of the Philippine Army’s 11th Infantry Battalion.
