ILOILO CITY, July 28 — After making a windshield inspection of the Oton Road and then motoring two hours to Guimbal for the groundbreaking of the Camangdian Bridge that links Guimbal to Tubungan, President Gloria Macapagal-Arroyo made a surprise inspection of two other bridges that were destroyed by typhoon Frank last year.
