DAVAO CITY, May 22 — Enrollment time always makes my blood boil. It’s more than the cash that you have to pile up for the tuition and books, it’s the trauma that a lot of parents went thru after some private grade schools here shut out of the door, scores of children last March for failure to get a permit for the final exams.
